Planning framework
- Hazard assessment and workplace-specific risks
- Reporting channels and response responsibilities
- Training topics, interactive practice and refresher cadence
- Completion records and incident documentation
- Review and improvement after incidents or operational changes
Multi-state operations
The original concept tracked California, New York, Washington, Texas, Florida and Illinois. Do not assume the same requirements apply across locations or that a single course establishes compliance.
A sample rollout conversation
A multi-site employer might group learners by role: front-line workers for awareness and communication, supervisors for observation and escalation, and administrators for assignment and follow-up. It would then choose current courses and any facilitated practice that address those responsibilities. Before launch, the program owner should confirm who assigns seats, who helps a learner who cannot access a course, and who reviews completion. A later review can compare participation with the organization’s goals and decide whether a refresher or different practice is needed. Noble Account tracks the commercial request; the learning system holds learner activity.
Assign owners for the records and response
Choose a person to own the prevention plan, an administrator to assign learning, a clear channel for staff concerns, and a leader to coordinate response when a concern is raised. Decide where each type of record lives before rollout: course activity in the learning system, incident or concern documentation in the organization's approved process, and the commercial request in Noble Account. Do not put learner evidence or incident details into a sales inquiry.
At a planned checkpoint, review whether the intended groups could access training, which reporting steps they understood, and whether the plan or practice needs adjustment. Course completion shows participation; it does not by itself establish that a workplace is safe or that a legal requirement has been met.
